Hugo Pacheco, from APRH (Portuguese Association of Water Resources), emphasized today, at the Island Water Resources Conference in Santa Cruz, the importance of performance indicators in regulating and improving water supply services.
The expert discussed the need for sector entities to adopt monitoring tools such as Key Performance Indicators (KPIs), which are essential instruments to ensure efficiency, effectiveness, and transparency in water resource management. “What cannot be measured cannot be improved,” he emphasized, quoting Peter Drucker.
During his speech, Hugo Pacheco pointed out that indicators allow entities to assess the achievement of their objectives, the sustainability of services, and the quality of customer service. Additionally, they facilitate more informed and agile management, strengthen decision-makers’ control, and help justify investments made to citizens.
The speaker further explained that KPIs can be internal, used by entities for self-assessment, or external, enabling comparisons between different operators through benchmarking processes. “With concrete data, we can identify weaknesses in systems and establish management oriented toward objectives,” he stated.
Hugo Pacheco also highlighted the role of indicators in building trust with financial organizations and attracting investment, stressing that regulated markets tend to be more appealing to international investors.
The talk concluded with a note on the importance of cross-referencing internal data from entities with external information from official organizations like the Regional Statistics Service or the National Statistics Institute, for a comprehensive assessment of service quality.
